A large liquid-scintillator-based neutron time-of-flight spectrometer, which has been developed for photo-reaction studies, is described. The method of construction is detailed and measurements of the performance, made at the Lund MAXlab tagged photon facility are presented. These include first measurements of A(gamma, n gamma'), where the energy of the decay gamma ray from the residual, A-I nucleus has been measured to aid identification of the final state.
