Özet
With the recent spread of artificial intelligence (AI), a profound transformation has begun in terms of jobs and responsibilities across both the public and private sectors. AI and its derivatives (robotization, machine learning, etc.) have started to automate routine tasks (such as data entry, administrative processes, decision support, etc.). The increasing potential of AI to replace human labor has heightened concerns about a deep impact on employment structures. As a result, projections that AI will displace the workforce in many sectors have become a frequent topic of debate. From the perspective of workforce displacement, it is anticipated that public administration will also be affected by this process. With the transition from e-state to digital state, many services in public administration have begun to be carried out by AI-based systems. While this phenomenon enhances the quality of public services, it also reinforces the prediction that public sector employees may face job losses. Considering AI’s effect of substituting human labor, the need to address the skills gap among personnel has come to the forefront. In this context, the integration of AI into the delivery of public services has made it necessary for public employees to reskill and upskill. Accordingly, within the framework of a continuous learning approach, it has become important for public personnel to develop not only their ability to understand, learn, and use AI systems but also their soft skills. This combination, which could serve as a buffer against job loss, has become an essential requirement for working alongside AI.
