Özet

Manufacturing competitiveness is dependent on technological capacity, departmental structure and organizational coherence. While technological capacity is frequently measured, there is a lack of a framework for measuring structural characteristics. This study introduces the Organizational Structure Evaluation Module (OSEM) as a new simulation-based framework and its output, the Organizational Structure Index (OSI), a multidimensional model for measuring the structural maturity of manufacturing organizations. The OSI evaluates organizational performance across four dimensions. Holistic Degree is the measure of the distribution of the work over the workstations. Autonomy Degree measures the self-regulation ability of work groups. Organizational Integration Degree evaluates structural integrity in terms of order fulfillment, task specialization, product concentration, and personnel polyvalence. Decentralization Degree studies the division of production streams through the departments. These four dimensions are derived from ten mathematically defined sub-metrics and indicators of the effectiveness of the organization in the form of normalized numerical values. The OSI framework works together with a simulation-based support system. The software enables production simulations under realistic production constraints, including shifts and alternative resource assignments and is automatically calculating OSI metrics. Results indicate organizational imbalances, asymmetries in the distribution of workload, inefficiencies in personnel utilization and interdepartmental flow. The framework offers a tool for departmental structuring, personnel assignment and workflow design.
