Özet

This chapter examines collaboration between the public sector and civil society organizations (CSOs) in public service delivery in England. Owing to the significant role played by English CSOs in the delivery of public services, collaboration between the public sector and CSOs is widely regarded as an example of good practice. The chapter explores the legal and institutional foundations of public sector–CSO collaboration, its funding structure, participation mechanisms, the principal areas of public service in which CSOs operate, as well as their organizational capacity and governance. The analysis demonstrates that, under English law, CSOs participate in public service delivery through three main mechanisms: charitable status, grant funding, and contract-based service delivery. It also finds that CSOs have assumed an increasingly active role in the planning and delivery of public services, supported by well-developed funding mechanisms and strong institutional structures. Nevertheless, dependence on public funding and the preservation of organizational independence remain key challenges associated with this model.
